A professor of Rinjoh University, Walter Mangrove once worked in the same office as Pofessor Spruce, until the latter moved to Mango Village to start an entirely different line of research. Frustrated with the lack of recognition he recieved for his work, the fickleness of Professor Spruce, the general apathy shown towards the project by those who were originally interested, and the resulting lack of funding, Mangrove sold the fruits of his labours, the Ball Relic Locator Device, to Team Rocket.
